Created by a sorcerer with definitely less than that amount of ranks in Potions. I'm thinking that this is a General formula, and not cleric-specific. Sickly green haze means it worked

I was able to make this potion as a wizard. Additionally, I did not rank of off this at 51 ranks (number could be lower as I didn't try until 51).
