Crystalline solution is the viscous liquid found in the guild shop. The pale blue runed crystal shard is also found in the wizard guild shop. This creates a wand with a fair amount of charges. It is not suitable for duplication.

Why the heck wouldn't it mean exclusively? How are they going to teach you to chant a 900's series spell when you're not a wizard? Of course it's exclusively a wizard guild trinket!
